What is OHS Person in Charge (PIC) Certification?

The OHS Person in Charge (PIC) is a designated person who, in addition to their existing work responsibilities, helps ensure that workplace activities are conducted safely and that appropriate health and safety practices are followed.

The Dubai Municipality certification scheme states that industries operating in Dubai are to appoint at least one certified OHS PIC for each work shift and work location. The scheme covers factories, construction, infrastructure and service sectors.

The OHS PIC role is intended to strengthen competent supervision of workplace activities. However, an OHS PIC is not a substitute for an OHS Practitioner/Safety Officer where a competent health and safety professional is required under applicable requirements.

Dubai Municipality & EIAC OHS PIC Certification Framework

The OHS PIC certification scheme is established by the Dubai Municipality Health & Safety Department as part of its occupational health and safety framework.

The scheme works with the Emirates International Accreditation Centre (EIAC) in relation to accreditation of certification bodies. The document states that certification bodies accredited by EIAC, in coordination with the Health & Safety Department, can offer OHS PIC certification and registration in Dubai. It also specifies that certification bodies are not permitted to provide the training in order to maintain impartiality.

M2Y Training and Consultant provides training designed around the OHS PIC certification scheme and its required learning areas.

How Is the OHS PIC Examination Conducted?

After completion of the training, candidates are assessed through two components:

1. Knowledge & Comprehension

The examination includes:

  • 30 questions
  • Multiple-choice or closed-type questions
  • Examples include True/False and Yes/No formats
  • 40 minutes
  • Maximum 60 marks

Questions may also include pictograms and should be understandable to candidates.

2. Practical Application – Workplace Risk Assessment

Candidates must complete a workplace risk assessment based on a given scenario.

The practical component evaluates the candidate’s ability to apply risk assessment knowledge to a workplace situation. The scheme specifies a 20-minute practical assessment with a maximum of 40 marks.

OHS PIC Examination Pass Mark

To pass the OHS PIC certification examination, candidates must achieve:

Minimum 60% overall & Minimum 50% in the practical risk assessment component.

Therefore, achieving the required overall score alone is not sufficient if the candidate does not achieve the required minimum mark in the practical risk assessment.

OHS PIC Certificate Validity

The OHS PIC certificate is valid for two years from the date of issuance, subject to the requirements of the certification scheme.

Candidates are required to renew their certification before the end of the second year.

The renewal process includes a one-day refresher training, with the refresher training covering the same learning modules and requiring a minimum of 8 hours. Sector-specific qualification requirements also need to be met.

What Happens If the OHS PIC Changes Sector?

The certification scheme contains specific requirements regarding sector changes.

For example, if an OHS PIC changes employment sector from Services to Factories, the existing certification becomes invalid and the individual must follow the full certification process for the new sector.

Candidates should therefore ensure that the certification corresponds to their applicable sector.

OHS PIC Training Across Different Sectors

The core OHS PIC modules are applicable across:

Construction

Training can address areas such as:

  • Working at height

The certification scheme specifically states that training should address the learning needs of OHS PICs working in different sectors and that sector-specific work practices should be developed according to trainee requirements.

Practical Learning Approach

OHS PIC training is intended to provide practical understanding rather than focusing only on theoretical concepts.

The certification scheme recommends that training providers group trainees working in the same or similar sectors and work activities where practicable. It also identifies the use of animated presentations, scenario boards and other interactive training tools to achieve the intended learning objectives.

This approach can help learners relate risk assessment and safety management concepts to their actual workplace activities.
